KAB and KIIP Design Qualification in Bulgaria (2026)

How architects and engineers obtain limited or full design capacity in Bulgaria through KAB or KIIP, including experience, foreign recognition, fees, and duties.

A Bulgarian architecture or engineering degree does not by itself authorise its holder to sign every investment project. The individual designer must be entered in the appropriate professional register with limited or full design capacity, and the registered field must match the part of the project being signed.

This is a personal professional status. Incorporating an architecture or engineering company does not transfer design capacity to the company or allow an unregistered manager to stamp drawings.

Education, project scope, construction category, foreign recognition, and chamber rules must be reviewed together. This guide is general information as at 1 August 2026, not architectural, engineering, insurance, or legal advice for a particular applicant or project.

Which Chamber Has Jurisdiction?

The current ZKAIIP published by KIIP assigns architects, landscape architects, and urban planners to the Chamber of Architects in Bulgaria (KAB). Engineers belong to the Chamber of Engineers in Investment Design (KIIP).

KIIP does not grant a generic engineering licence. It records the national professional section and the project part or parts justified by the diploma—for example structural, electrical, water supply and sewerage, transport, heating/ventilation, geodesy, or technology. A civil engineer registered for one part cannot sign an unrelated part merely because both are engineering work.

Landscape architecture and urban planning remain within KAB, subject to their statutory scope. Technical control of the structural part is a further, separately registered function; PPP alone does not automatically confer it.

Limited and Full Design Capacity

Limited capacity: OPP

A qualifying master's diploma from an accredited institution in architecture, landscape architecture, urban planning, civil engineering, or engineering gives access to OPP only after entry in the proper chamber register. A qualifying bachelor's graduate in landscape architecture, urban planning, or engineering may apply after at least four years' relevant experience. Architecture is not in that bachelor route.

For engineering applicants, the diploma, credits, speciality, and project part must also satisfy the regulated-profession education rules. A 2025 amendment to ZKAIIP expressly prevents registration where the engineering education does not meet the state requirements. KIIP therefore examines the whole educational path, not merely the word “engineer” on a diploma.

OPP permits independent work only within statutory limits. In investment design, architects and engineers generally work independently on category V and VI construction within their registered competence. Landscape architects have their own category-specific scope. In spatial planning, the law applies limits such as one urban block or three hectares outside urbanised territory. OPP holders may prepare working drawings and details for all categories, but this does not turn them into the responsible PPP signatory for a project outside their capacity. KIIP rules allow OPP engineers to participate in category I–IV projects together with a PPP engineer entitled to sign the same project part.

Full capacity: PPP

PPP permits services without limits by type and size within the holder's professional qualification and registered field. It also supports participation in engineering contracts and control over implementation of the designer's own project. Landscape architects remain limited to landscape and park-planning work, while urban planners' PPP is confined to spatial planning.

The statutory experience route from OPP to PPP is:

  • two years employed under a labour contract with a designer holding PPP; or
  • four years as a self-employed designer, a civil servant, or an employee in a role requiring the relevant education.

The chambers apply detailed evidence rules. KAB requires experience after 1 January 2022 to follow its structured-practice framework: its published guidance describes 4,000 hours in a design bureau or 8,000 hours in free practice, with all required experience categories completed. KIIP's current Ordinance No. 2 tests documentary continuity and recent practice, including two consecutive years within the last five or four consecutive years within the last seven for the relevant routes.

There is no general domestic chamber exam for every OPP or PPP candidate. KIIP may interview a candidate to clarify evidence; KAB evaluates structured practice. An aptitude test or adaptation period is principally a possible compensatory measure in a foreign-qualification recognition case.

Documents and Filing Process

Applications use the chamber's current form and normally pass through the regional college selected by the applicant. ZKAIIP gives the regional college seven days to forward a registration file and the management board up to three months to decide. KIIP's internal procedure gives its regional college up to one month for its position before central register review. Do not treat an upcoming committee meeting as a guaranteed approval date.

A domestic application commonly includes:

  1. the OPP or PPP application and chamber declarations
  2. identity document copy and a recent photograph where requested
  3. diploma, diploma supplement, and academic transcript where the education path or equalisation study must be reviewed
  4. criminal-record certificate
  5. experience declaration and supporting employment records, contracts, references, project lists, supervisor confirmations, and sample project evidence where applicable
  6. questionnaire, privacy declaration, and information about public-office or territorial-administration roles
  7. proof of the applicable review, entry, certificate, stamp, annual, or membership payments

KAB publishes its current applications on the KAB forms page. KIIP's registration forms distinguish OPP with membership, OPP without membership, PPP, foreign recognition, and technical control. Copies and signatures must follow the receiving chamber's instructions; foreign-language evidence usually needs compliant Bulgarian translation and, where applicable, authentication.

If approved, the applicant is entered in the public register and receives a certificate and personal stamp. The engineer's certificate and stamp identify the authorised project part. A project lacking the signatures and stamps of designers with the correct capacity is not eligible for review, coordination, approval, or a building permit.

Fees and Timing in 2026

Fees are not interchangeable between KAB and KIIP, and a single headline amount is misleading because the route, joining month, membership choice, certificate, and stamp change the total.

KAB's 2026 new-member page lists, for example, a EUR 24.54 application-review price and EUR 79.76 entry contribution. The published certificate-and-stamp price is EUR 165.20 for OPP and EUR 330.40 for PPP, including VAT. After approval, a member pays EUR 53.69 annual membership plus a capacity contribution for the remaining months—EUR 5.11 per month for OPP or EUR 8.31 per month for PPP. For a full calendar year, KAB publishes combined member totals of EUR 115.04 for OPP and EUR 153.39 for PPP.

KIIP's 2026 contribution notice sets EUR 92.03 for one OPP or PPP registration for the calendar year, including non-member OPP, and EUR 92.03 for each additional design capacity. Membership entry, document, certificate, and stamp charges may arise separately. A widely circulated KIIP processing charge introduced in 2022 was expressly rescinded; use the live chamber payment instructions, not an old summary.

EU, EEA, Swiss, and Third-Country Qualifications

Permanent establishment requires recognition before Bulgarian practice. Under the current Professional Qualifications Recognition Act, the KAB chair is the recognition authority for architects and the KIIP chair for engineers in investment design.

Listed EU architecture qualifications benefit from the directive's automatic recognition system, but the applicant still files for recognition and entry; an EU diploma does not stamp a Bulgarian project by itself. Engineering generally uses the general system. If training differs substantially and experience or validated learning does not compensate, the authority may require an adaptation period or aptitude test. The normal decision period is up to three months after a complete file and may be extended by one month for general-system cases.

Third-country cases depend on the applicant's status, reciprocity, the education, and evidence that the qualification corresponds to Bulgarian requirements. They should not be promised the EU automatic route.

An EU/EEA/Swiss professional legally established in another member state who comes for a genuinely temporary or one-off service uses a prior declaration route. The declaration includes qualification and home-state standing evidence and information about professional-liability cover. KAB or KIIP makes an official register entry; renewal may be needed for a later calendar year. The temporary character is assessed from duration, frequency, regularity, and continuity, so repeated Bulgarian work may become establishment.

Insurance, Stamp, Register, and Annual Duties

Active registration is only one operating requirement. A practising designer must maintain the professional-liability insurance required by Article 171 of the Spatial Development Act published by MRRB, with cover appropriate to the construction category and activity. Confirm current minimum sums before engagement, particularly while insurance rules are being updated for the euro framework.

The designer should also:

  • pay annual registration or membership contributions by the chamber deadline;
  • keep the public-register entry, certificate, stamp, project part, and contact data current, and report status changes promptly;
  • use only the personal stamp issued for the registered capacity and part;
  • register design contracts for category I–IV projects with the appropriate chamber within one month of signature;
  • follow the professional code, competence boundaries, continuing-training rules, and conflict restrictions; and
  • avoid acting simultaneously as designer and builder in the same construction process, as prohibited by ZKAIIP.

Discipline, Control, and Common Mistakes

The chambers supervise their registers and professional codes. Negligence, incompetence, concealment during registration, and conduct harming a client's rights can trigger disciplinary proceedings. Statutory measures include a warning, fines, restrictions on chamber-office participation, and temporary loss of full design capacity. Municipal approval bodies and construction-control authorities also verify whether project documents carry the correct signatures and stamps.

Frequent avoidable errors include:

  • applying to the wrong chamber or KIIP section
  • assuming a master's diploma creates full capacity immediately
  • counting ordinary employment without proving design work and supervision
  • treating OPP working drawings as authority to sign an entire higher-category project
  • relying on an obsolete fee, form, or KIIP rule
  • confusing foreign diploma recognition with chamber registration
  • allowing annual payment, insurance, or register data to lapse
  • letting a company use an employee's stamp as if it belonged to the business
